If the licensee does not accept termination or claim that the initial costs of the order have been incurred, the awarding entity must treat the action as the initiator in accordance with paragraph (a) of this subsection. The SF 44, an order invoice voucher, is a multi-purpose pocket order form, designed primarily for on-site purchases, over-the-counter purchases of supplies and non-personal a-cover services, while not in the point of purchase or for isolated activities.
